Southern Dallas mixed-use project secures city grant

A 90-acre residential and commercial development planned near the University of North Texas at Dallas is moving forward with a $23.5 million grant.
Dallas City Council on Nov. 12 approved the economic development grant for the first phase of Rivulet, which is headed to the northwest corner of University Hills Boulevard and Camp Wisdom Road in southern Oak Cliff. The roughly $47 million project by Dallas-based Russel Glen Co. is set to include 300 single-family homes, 240 apartments and a 20-acre retail district possibly featuring a grocery store and public library.
The economic development deal requires Russell Glen to execute the grant agreement by the end of 2026, perform site work by the end of 2028 and invest a minimum of $30 million by the end of 2029. The city grant will help fund infrastructure improvements on the site.
Russell Glen, led by CEO Terrence Maiden, purchased the land for Rivulet in 2022 from the late Pettis Norman, a former Dallas Cowboys tight end, businessman and civil rights advocate. Construction on the mixed-use project is anticipated to begin next year. Dallas-based Republic Property Group has been tapped to serve as the construction manager.

With the city’s infrastructure investment, we’re able to deliver high-quality residences that remain attainable, offering a new level of housing choice that balances beauty, livability, and accessibility. We are confident that Rivulet will be catalytic for the Education Corridor and a model for thoughtful, inclusive growth.”

Plans for the 20-acre retail district at Rivulet call for shops, office space, a grocery store, a restaurant and a public library and innovation center.
Phase one of the development will focus on the first 70 acres and creating pad sites for the single-family homes, multifamily units and a walking trail connected to the city’s trail system. Phase two will zero in on the retail and commercial pieces of the project, including the aim to attract a grocer, always a goal in underserved southern Dallas.
Founded in 2019, Russell Glen is a real estate firm with about $450 million in projects completed or currently underway spanning about 5 million square feet. Russell Glen is a partner in the Shops at RedBird, which is transforming the old Red Bird Mall into a hub with retail, higher education and health care.
